Organization of Woodland Lake Board Meeting August 14, 2002
The August Board was preceded by a visit of Board members to the new Brighton Township Water Treatment Plant. The Board Meeting at the Brighton Township Offices was called to order at 8:30pm. Minutes of the Previous MeetingThe July minutes were amended to reflect the fact that the OWL website is being maintained by Jeff Bertoia at no cost to OWL. A motion to accept the amended minutes was proposed by Paul Jermanus, seconded by Frank Ducato and approved unanimously. Treasurer's ReportThere have been no expenses this month. The account stands at $12,089.77. A motion to accept the report was proposed by John Holmes, seconded by Chuck Pendleton and approved unanimously. Committee ReportsWeed ControlThe President reported that OWL it has been suggested by the DEQ to suspend all further weed treatments for the rest of this season. This is a result of lake fish being severely stressed due to a combination of three factors – the recent massive kill because of the Large Mouth Bass Virus, the high heat levels, and lack of oxygen in the water as reported by the Fisheries Department. This information will be published shortly in a newsletter. Fisheries Department spot tests on Woodland Lake and other lakes in the area had indicated the presence of the virus some 3 weeks before the kill became apparent but test results had not been available until recently (and indeed, written results are still not available). The virus infection appears to be over although everyone is requested to look for additional dead or dying fish and to collect these for immediate pick-up by the Fisheries Department. DamThe letter which Andrew Blystra is sending to the DEQ reporting on the condition of the Dam (no remedial measures required) was circulated to Board Members. A minor correction was requested by Doug Taylor (deletion of the word "few" in the 5th paragraph). Water QualityThe President reported that she had been assured by the Health Department that there would no human harm resulting from the recent fish kill. Old BusinessCurrent results from the new SAD request circulation show that signatures from owners of 133.3 acres have been tabulated to date. A total of 143 acres is required to achieve the required 50.1%. Additional signatures from Denis Shoner, Jeff Bertoia and Mark Thomas have still to be tabulated which are expected to put the total well above the required level. The Attorney who has been requested to attend the September Board meeting has still not responded to Anita. It was agreed that she would make one more contact attempt and, if this is not successful, the Board should would drop or defer the discussion. John Holmes should however continue to consolidate the list of possible questions (attached to these minutes). New BusinessDoug Taylor reported that the Lakes Committee has taken an interest in the potential use of the Aquifer in Green Oaks to provide drinking water. The concern is that if the draw down of water exceeds the fill rate, spring fed lakes in the area could be hurt by a reduced water supply. Doug will contact a Hydrologist living on Woodland Lake for further discussions. Chuck Pendleton volunteered to act as a liaison with the DNR to find out what data they have on Woodland Lake for dissemination through our web site. After a discussion on the potential involvement of OWL to collect donations for past July 4 firework displays put on by Meijers, John Arthur proposed and Stan Lawrence seconded a motion that OWL should not become involved in this activity. The motion was carried by 11 votes for to 1 against. Frank Ducato led a vote of thanks to Jeff Bertoia for his excellent work in establishing the Woodland Lake web site (www.woodlandlake.info). Next MeetingThe next meeting is scheduled for September 11, 2002 at the Brighton Township Hall. AdjournmentThe motion to adjourn was proposed by Frank Ducato, seconded by Bill Loughead and carried unanimously at 9:45pm.
