The annual general meeting was called to order at 7:35 P.M. by Anita Grapentien, President

MINUTES FROM THE MAY 2003 OWL ANNUAL GENERAL MEETING
Copies of the minutes were distributed to all members present. A motion to accept the minutes was made by John Archer and seconded by Chuck Pendleton. The motion carried.
REPORTS OF OWL BOARD OFFICERS AND COMMITTEES
OWL TREASURER’S REPORT
Ray Howard reported that disbursements for the year were $952.12. The remaining balance in the checking account is $11,460.03. A motion to accept the Treasurer’s report was made by Tim Roberts and seconded by Dale Beamish. The motion carried.
OWL 2003 BUDGET REPORT
Paul Jermanus presented the current year budget report, which included a ten-year actual history. Special attention was called to the weed control program, which was suspended in 2002 due to the appearance of Large Mouth Virus in the Lake. A motion to accept the budget report was made by Stan Lawrence and seconded by Dale Beamish. The motion carried.
WOODLAND LAKE WATER QUALITY
A. LARGE MOUTH BASS FISH KILL
Gary Towns, Supervisor, Michigan DNR, Fisheries Division gave a report to the public on the fish kill which was caused by the Large Mouth Bass Virus that occurred in the summer of 2002. No problems are expected this summer but the DNR will examine the bass in Woodland Lake in July or August.
B. WATER QUALITY
Doug Taylor reported on the results of water testing at the Grand River Drain that was conducted in August 2001 and February 2002. There was no registry of petro chemicals. The testing program has been suspended, but there is a plan to do another test in the fall.
Additional testing of water in various areas of Woodland Lake is planned this year. According to Livingston County, the lake is in good shape. The water quality is good and should improve with the implementation of the sewer system.
WOODLAND LAKE WEED CONTROL PROGRAM
Anita Grapentien reported that the DNR has approved our permit for weed control and we have contracted with Aqua Weed Control for the year 2003. There will be a spot weeding of the lake Thursday, May 22, 2003 to cover the areas of the Lake, which have the most weeds. The remainder of the Lake will be treated the first week of June.
DAM MAINTENANCE
Bill Loughead reported the DAM is in need of cement restoration. Andy Blystra has been contracted to provide proper specifications which when received will be distributed to contractors. It is expected that a draw down of two feet will be required in September with work on the DAM to begin in October. Water levels should be returned to normal in November.
BRIGHTON TOWNSHIP SEWER PROJECT STATUS
Frank Grapentien reported that construction of the new sewer system is complete and there are no operating issues at the sewer plant. The Health Department will visit anyone not hooked up by December 1, 2003. Special provisions for hardship cases are provided.
Due to the economy, there is a short fall in the number of people that were expected to sign up. The lack of revenue generated could drive up costs. Additional users may come from the southern half of Fonda Lake.
A response to the letter from OWL regarding the solution to the odor problem on Hilton Road is expected shortly.
WEBSITE UPDATE
Jeff Bertoia discussed the web site that his company developed and maintains at no cost to OWL. The site can be accessed on the Internet at www.woodlandlake.info. He requested input from the membership for publication.
It was noted that not everyone has or uses the Internet and Anita said that spring and fall issues of the newsletter would continue to be mailed.
OLD BUSINESS
LAKE QUALITY SPECIAL ASSESSMENT DISTRICT (SAD)
Anita reported that a new SAD agreement that included an increase of $25 per year was approved. The new assessment will be $175 per year for five years.
SHERIFF PATROLS ON WOODLAND LAKE
Anita also reported that there has been no response from the Sheriff’s office to a request for increased patrolling on the lake. Marcia Strong, Township Manager has been asked to follow with the Sheriff.
NEW BUSINESS
AQUATIC POND LIFE & LAKE MANAGEMENT
John Arthur gave a report on the Aquatic Pond Life and Lake Management seminar he attended which provided suggestions on how to control purple loose strife and other weeds.
MEMBER ISSUES
A protest was registered by neighbors on the northeast side of the bridge concerning 18 or 19 docks that have been placed on the site where condominiums are planned. Anita promised to discuss with the Township.
Additional concerns were raised regarding cars parked on the bridge crossing Woodland Drive, graffiti on the bridge, personal watercrafts operating at night, and possible illegal dumping into the pond on Woodland Shore Drive. Anita promised to discuss with the Township.
ELECTION OF TRUSTEES
Doug Taylor conducted the election of trustees. The following trustees were nominated: Jeff Bertoia, John Holmes, Ray Howard, Kathy Kittridge, Stan Lawrence, Tim Roberts, Doug Taylor, and Mark Thomas.
A motion to elect those nominated was made by Paul Jermanus and seconded by Wanda Barr. The motion carried.
CALL TO PUBLIC
Wanda Barr stated that she paid David Ray of Ray’s excavating $1,200 for sewer hookup. Apparently he took the money without finishing the work. Wanda recommended that he not be hired and requested that anyone who had a similar experience contact her.
ADJOURN
At 10:20 P.M. Pat Ducato moved and Bob Campbell seconded that the meeting be adjourned. The motion carried.
