ORGANIZATION OF WOODLAND LAKE BOARD MEETING August 13, 2003
The meeting, held at the Brighton Township Offices, was called to order by the Vice-President at 7:35pm.

Minutes of the July Board Meeting A motion was made to amend the minutes to delete an incorrect statement made at the July meeting regarding the sewer project and to delete the request for Frank Ducato to contact Chris Ward reference State House Bill #596. The motion was proposed by Tim Roberts and seconded by Frank Ducato and passed by a vote of 6-3. The amended July minutes are attached.
Treasurer’s Report There was no change to the accounts this month. It was agreed that the status of the SAD account should be brought to the Board ona quarterly basis (starting at the September 2003 meeting). It was also agreed that at the next meeting, the Board will confirm who is eligible to initial copies of bills being submitted to the Township for payment from the SAD account. Ray Howard proposed and Tim Roberts seconded that the Treasurer’s report be accepted. Passed unanimously.
Committee Reports Weed Control The weed spray planned for August 12 did not take place. The Vice-President agreed to establish the causes and report back to the Board.
Dam The Dam sub-committee went through the bid proposal (prepared by Andy Blystra) for the repairs to the dam and made changes to customize it for OWL’s needs. After final review, it has been sent out to 8 potential bidders, 4 of whom have made inspections so far. If any of the bids is considered acceptable, it is planned to make the repairs in the Fall with the start of the draw down of the lake level to begin on October 6, 2003.
Water Quality No new news.
Old Business State House Bill#596 has passed the House and Senate. Senator Valdez Garcia supported the bill, Representative Chris Ward opposed it. If the bill is signed by the Governor, the fee for the Woodland Lake weed control permit will rise by 1,000% (from $150 to $1,500). All Board members and members of OWL are urged to write to the Governor expressing opposition to the increase. The Vice-President will prepare a letter to the Governor on behalf of OWL expressing strong opposition and requesting she not sign it.

Proposed amendments to the By-Laws of OWL to update them for current conditions, were submitted by John Holmes. Frank Ducato proposed and John Arthur seconded a motion that the proposed amendments be tabled until the next meeting. The motion was approved by a vote of 9-1.
New Business The property tax roll assessment for the dam property has been removed from the tax rolls for 2002.
Jeff Bertoia noted that more dying bass have been found in the lake. In addition, a large number of dead crayfish have been washed up on beaches. The final test results on the bass collected recently by the DNR are still awaited but preliminary information indicates that the virus may not have been eradicated.
It was brought to the Board’s attention that 4 or 5 houses being offered for sale on Woodland Shore Drive are indicated by the realtors to have lake access. This is incorrect --- at least in so far that they are not permitted to have a dock on the lake.
Jeff Bertoia suggested that the Board send a letter to the Township opposing the proposed rate increase for the sewer project. A draft letter was circulated for discussion. The letter was modified based on the discussions to add the sentence “Initial users providing seed money for the sewer project should not be saddled with oversizing costs decided upon and approved by the Township”. Tim Roberts proposed and Ray Howard seconded that the amended letter be sent to the Township. Approved unanimously.

Next Meeting The next meeting of the Board is scheduled for 7:30pm, September 10, 2003 at the Brighton Township Offices.
