ORGANIZATION OF WOODLAND LAKE

Board Meeting

FEBRUARY 12, 2003

 

The meeting, held at the home of John Holmes, was called to order by the Vice-President at 8:00pm.

 

Members present were:

Minutes of Previous Meetings

A motion to approve the minutes of the November 2002 and January 2003 Board meetings was proposed by Kathy Kittridge and seconded by Paul Jermanus.    Carried unanimously.

 

Treasurer’s Report

Ray Howard reported that expenditures for the month were $31.91 for an ink cartridge, leaving a total balance in the account of $11,790.03.    Bills for the Dam Liability Insurance coverage and the Umbrella policy totalling $2,405.00 have been submitted to the Township for payment.   Paul Jermanus proposed, and Doug  Taylor seconded, a motion to approve the Treasurer’s report.   Carried unanimously.

 

Sewer Update

Only 347 of the 710 grinder installations are presently in use.    The Sewer Committee has deferred until it’s May 2003 meeting, a discussion of OWL’s letter regarding the use of lake water to flush the system to cure an odor problem.   The letter has been formally signed by the OWL President.

Weed Control

No report at this meeting.

 

Dam

After a follow up by Doug Taylor, Andy Blystra has agreed to send specifications to the Board for the repair of the dam spillway and training walls.    The required repairs are cosmetic only and should cost in the region of $8,000 - $10,000.   Andy advised that any company hired to do the work should be insured and post a performance bond.    Following the receipt of the specs., the Board will seek quotations with the intention of making the repairs in the Fall of 2003.

 

Water Quality

Doug Taylor reported that lake water quality testing through Wally Fusilier is to be conducted in 2004 on the 10th anniversary of the initial testing.   The Township will pay for tests at three locations (OWL will fund a further 8 tests).

 

The possibility of doing testing in 2003 using the laboratory facility at the new Water Treatment Plant is to be negotiated with Bud Prime.

 Doug circulated a letter from Brian Jonckheere (Livingston County Drain Commissioner) in response to his letter questioning the very positive results of recent tests in 2002 on water quality from the Genoa Drain outlet.    The Commissioner has agreed to discuss the robustness of the sampling process and Doug will continue to pursue the matter to its conclusion.

 

Jeff Bertoia noted that as a result of the recent census, certain new areas will be classified as “urban” which could have an effect on Woodland Lake regulations.

 

Old Business

With reference to questions raised at the last meeting on the competitiveness of the insurance quotes and coverage, Paul Jermanus reported that he has checked with two brokers, both of whom confirmed that the quotes accepted by the Board were very competitive and that there are no gaps in the coverage.   Paul confirmed to the Frost agency that they will be given advance notice of any market testing that the Board will conduct in November, 2003 to support the next payment due in February, 2004.  

 

Gary Towns, from the DNR Fisheries Division has verbally confirmed, on the basis of testing by 3 laboratories, that the bass deaths in mid-2002 were as a result of Large Mouth Bass Virus.    The Board has asked for copies of the lab. results but these have not been received to date.   Paul Jermanus will follow up in writing.    It was suggested that Gary Towns be invited to the OWLS AGM so that he can make a report to attendees.

 

No reply has been received form the Sheriff’s office to the Board’s letter regarding concerns on boating safety on Woodland Lake.   Marcia Strong will help to get a response.  

 

Board members were requested to identify any potential situations where they believe keyholing is taking place.    Boat MC numbers can be checked by the police to confirm that they belong to lake residents.

 

New Business

Jeff Bertoia requested that the Woodland Lake Disaster Plan be reviewed and re-approved at the March Board meeting.

 

Doug Taylor reported the following items from the Lakes Committee:

·         The Township Manager has advised that Township committees (including the Lakes Committee) will now meet quarterly instead of monthly.   Special single issue meetings can also be held if required.

·         The budget for water quality testing in 2004 will be discussed at the September 2003 Lakes Committee meeting.

·         The area bordering on Grand River and Woodland Lake from north of the Shell station to the Hyne Road junction is being considered for re-zoning from B3 commercial to R4 residential.    Board member support for the re-zoning is requested (the public hearing is scheduled for March 11, 2003).

·         Approval has been given for the development of 40 houses and multiple housing by Superior Development on Lyons Lake.    The development was refused by the Planning Commission but this was overriden by the Township Board.

·         Regarding the development of a Commercial Drinking Water Well in Green Oak Township, and the concern that tapping the aquifer could affect spring water which feeds the lake, Mark Swetman, a hydrologist, has advised John Breen that there should be no problem as long as the Huron River doesn’t run dry.   The Lakes Committee has requested a face to face discussion with Mark.

·         An area of quicksand in Lake Morain is causing safety concerns.    So far, the Township Board has refused to become involved and the Lakes Committee has written to the Township attorney expressing it’s concerns.

 

Website

Jeff Bertoia reported that an update to the site had just been completed including Board meeting minutes, old copies of The Hooter and newspaper articles regarding the lake.    The site is averaging 500 hits per day, and 300-400 unique visitors per month.

 

Next Meeting

The next meeting is scheduled for March 12, 2003 at 7:30pm at the Brighton Township Hall.

 

Motion to Adjourn

The motion was proposed at 9:40pm by Paul Jermanus and seconded by Jeff Bertoia.   It was carried unanimously.
