ORGANIZATION OF WOODLAND LAKE BOARD MEETING May 14, 2003
The meeting, held at the Brighton Township Offices, was called to order by the President at 7:40 p.m.

Minutes of the Previous Meeting A motion to approve the minutes from the April 9th, 2003 meeting, was proposed by Chuck Pendleton and seconded by Jeff Bertoia. It was carried unanimously.
Treasurer’s Report Ray Howard reported that $111.00 was spent for OWL Newsletter, leaving a balance of $11,460.03.
Sewer Update The meeting that was scheduled for May 5th, 2003, did not take place and no meeting was rescheduled. There will be a Sewer Project presentation given by Frank Grapentien at the General Meeting scheduled for May 21st, 2003.
Committee Reports Weed Control Anita Grapentien reported that she and Dick (from Aqua Weed Control) will survey the lake on Monday, May 19th. Treatment will be applied, where necessary, on May 20th or 21st. Another weed spray will take place after Memorial day in areas where treatment was not applied during the week of May 20th. This will be the first full application of weed control.
Dam Doug Taylor reported that Jonathon Blystra (Andy's son), stated it would cost approximately $2,000.00 to provide a complete package, including specs and drawings, of the dam. This package would then be sent out to solicit bids for the repair work to be performed on the dam. Frank Ducato made a motion to go forward obtaining the spec package from Jonathon Blystra. Chuck Pendleton seconded the motion. The motion was then amended to state that Doug Taylor would contact Andy Blystra to make sure he is aware of the conversations that his son Jonathon was having with Doug. We will proceed with requesting the spec package, NTE $2,000.00.
Water Quality Doug Taylor reported that 2 out of 4 tests have been conducted by the Road Commissioner from the drain around the Meier's Nursery. Results showed 'no' contamination. It was agreed that there is suspicion regarding the test results due to the fact that you can see oil spots on the road, in the lake, etc. Brian Jonckheere feels he and his people are in line and is trying to ease off of testing. Brian suggested meeting in late May or June. Impetus on township and OWL to get this matter resolved. It was suggested that we take a sample off the top of the lake and take it to a different testing facility.
The Lakes Committee has taken on a study of Clark Lake. There is concern over the lake level. Doug Taylor will continue to communicate results to the OWL board.
Doug reported that Chris Ward has introduced two new bills in Congress. One idea is that the Department of Natural Resources assign at least one individual to monitor lakes with public access. The other idea pertains to aquatic weed permit requests. He proposes the permits be approved within a two week time frame after submission. If not approved within that time, the permit will automatically be approved.
Paul Jermanus reported that he received a response from Gary Towns regarding the results of the large mouth bass samples. The results confirmed the presence of the large mouth bass virus in Woodland Lake. Results stated that 10-20% of adult bass in Woodland Lake had the virus and that there was 3-4 lbs of bass per surface area in July, 2002. Gary stated that "that was not by any means a death blow to Woodland Lake". Gary Towns agreed to attend the OWL General Meeting on May 21st to discuss this issue. Bob Campbell added that he has been doing quite a bit of fishing this month and has been catching some nice looking bass, walleye and blue gill.
Anita Grapentien reported that she has been noticing a white, milky (creamy) substance around the shoreline. She called Dick from Aqua Weed Control to discuss. There was concern that it may be sodium chloride. A sample was taken on Sunday, May 11th. Anita called Budd Pryne about testing the sample. Waiting for his return call.
Old Business Reviewed the agenda for the General Meeting. The following additions were made: . website update – Jeff Bertoia . sheriff control . aquatic life update – Paul Jermanus
A change in location was made for the General Meeting scheduled for May 21, 2003. The meeting will take place at the Brighton Township Fire Hall.
Anita reported that Dick Winsett finished reviewing the Emergency Action Plan. He requested the following changes to the plan: . name of division should read Livingston County 911 Emergency Management Department . phone numbers for Michigan State Police need to be changed . Brighton Area Fire Department
New Business Paul Jermanus did an audit of OWL's books and presented copies to Anita Grapentien and Ray Howard. Results of audit appeared reasonable.
Paul passed out copies of the Comparative Financial Report and will make a presentation at the General Meeting. Paul will also be presenting Actual Cost vs. Budget information at the General Meeting.
Next Meeting The annual OWL General Meeting will be held on Wednesday, May 21, 2003 at the Brighton Township Fire Hall at 7:30 p.m.
The next monthly Board Meeting is to be held on June 11, 2003 at the Township Hall at 7:30pm.
Adjournment The motion to adjourn was proposed at 9:50pm by Paul Jermanus and seconded by Frank Ducato. It was passed unanimously.
